It doesn't get consumed on use, so yes it is 'Endless'.
The buff to this item brought it from near useless to one of the greatest items for a leveling alchemist. While wearing my alchemist trinket I can get about 4000 mana back every minute while out questing. I imagine it will also be very nice when healing heroics, it won't be as potent as a Runic Mana Potion but still quite enough to keep using for a quick top off.
I suggest making this as early as possible since it almost eliminates the need for water on your trip through Northrend.
