TheWoWDBSeems more sensible to be able to sit down, as an alchemist, with a bunch of herbs and experiment with them rather than be working with a specific selection of herbs and suddenly discover how to make something completely different.
A very good addition, in my opinion.

That and it's a HIGH CHANCE on a LONG cd, rather than a stupidly low chance on no cd. While the latter might be more "farmable", the proc chance is so low that most of us will never see more than a few of them. By changing it to a high proc chance, but restricting it by a cooldown, they retain the ability to limit access to it, but do so in a way that doesn't royally tick off everyone who wants a discovery recipe.
The first transmute that leads to all others is titanium. Do it, and research early and as often as cooldown allows.
