Well its nice to see Black Diamonds getting more use in Jewelcrafting.

as it doesn't say here: it creates random cut of blood garnet or azure moonstone gem.
i used 31 and i've got those ones:
11 x sparkling [35.5]
5 x solid [16.1%]
6 x bold [19.4%]
5 x brilliant [16.1%]
4 x delicate [12.9%]
i recon it's nearly 17% [1/6th] to get any gem from aboves excluding sparkling one, as there's twice as much chance to get the latter.
note 1: you don't need to know how to cut the gem to get it [at least i didn't learn how to cut brilliant one, but got those as any others],
note 2: you can not get any cut of yellow, orange, purple nor green gems,
note 3: altho you can get cuts of azure moonstone, it seems that you cannot get stormy nor rigid cuts
