This will be the best moneymaker for leveling JCs. All casters want it for their red and prismatic sockets, and some even want it for their yellow and blue sockets.
As a fire mage, I get about 2.7 DPS per point of Intellect, about 1.5 DPS per point of hit rating, and 1 DPS or less per point of any other stat. When Patch 4.1 makes interrupts and dispels always hit, being hit-capped will become even less important than it is now.
