Based on what was reported this morning, I am hopeful that the gemming requirement to activate this meta will be revised. Swiftly after post 4.0.3a was implemented, Blizzard has said it will reverse the 'more blue that red' requirement for the Chaotic Skyflare.
Meeting the requirements for this meta is easy. Since hit comes from blue gems now, just plan to use enough blue, purple, or green gems, and reforge any excess hit rating into something else useful.
