In my opinion, this recipe is very nice to get some enchanting skill ups without using too much dusts/essences as you only use 2 of each and may find Elixir of Impossible Accuracy for cheap on the AH. I was able to get the elixir for like 5~10g each on my server.
You learn this recipe at 505, and now I'm now at 517 skill points and it's still orange to me as a blood elf. I guess it might turn yellow at 520.

Yes, and this is because Blood Elves get a passive boost to Enchanting, and as such go past 525 in order to max out Enchanting as a profession. Also, though it may seem obvious, having a decently leveled Alchemist will give much easier access to the potion reagent for this enchant, as it is cheap to make.
