You can start this recipe at cooking level 1.
Turns Yellow at 45 cooking skill points;
Green at 65; and
Grey at 85.

This strikes me as being an incredible recipe for leveling up secondary professions on new toons. On the alliance side, [npc=10118] in Teldrassil, sells the recipe, and if you fish in the water all around her, pretty much the only thing you catch are the fish necessary to make this recipe. So with this one simple recipe, you're bascially knocking out two skill-ups in one go: fishing and cooking. You ought to be able to get both up to level 75 pretty easily (which will conveniently open the skill quests at the Darkmoon Faire for these two professions).

I'm not certain if there is a similarly convenient location in which to buy the recipe and catch the fish in the same area for the Horde side. Perhaps buying the recipe from [npc=5942] at Sen'jin village in Durotar, and fishing in the water in front of him might be the best shot on the Horde side. I'll update this post if I can confirm this at some time.
