I tried this on my 70 in PVP and it is sometimes tough to get off. You have to target the ground and I often get interrupted or stunned when targeting and/or casting this. Not sure about the interruption to others as, at 70, if I get it off, they are usually dead (or not casters as typically only melee can survive this at 70).
