Open water fishing is required for some fish, as pools do not exist for all fish, including one of the components of the 90/90 Fish Feast. Several other quality fish are also available only via fishing in open water as well, and to avoid failures you need 650 in Uldum and Twilight Highlands, for example, with the skill in Tol Barad for 'no junk' fishings being 675. Barring using fishing equipment, don't knock the use of lures still.

Currently the best fishing lure in game. Though it's so expensive for only a 5 minute buff, and you can no longer 'miss' in schools, I don't really see the point.
