TheWoWDBBecause a Leatherworker can skill up using the pattern and not simply using the scraps. It was also like this in Wrath. Although this skilling (in comparison to Savage to Heavy Savage) is not relevant for WotLK LWs going into Cata at 450, a new player getting to the Cata areas can get to 445 by only using this; which is actually recommended, as they'd need all the made leather to get to 525 anyways.

Another reason to have this recipe instead of using the scraps from your inventory is that it gives you skill ups until 450 - pretty nifty if you're wanting to level up LW on a budget.
