TheWoWDBIt doesn't state it in the inscription description, but if you use this on BoA shoulders and then send them to an alt that doesn't have 500+ inscription, it will be inactive. "Enchantment Requires Inscription (500)" is directly stated if viewed from someone w/o the requirements.
At the moment, the best BoA shoulder enchants for non-scribes are probably the crafted Greater MoP inscriptions, which need to be applied on a character that's lvl 85+ but can then be worn by any level. You might wanna check LK factions if you're really serious though, shouldn't be much different.

Says can only be applied to your own armor. Can I apply this to a BoA heirloom and then learn inscription and have 195 stamina? It doesn't say anywhere that I need a required skill lvl to use it. Thanks in advance.
If this works i don't think the character need to have inscription as well, i will try this on...
