The technique to learn this drops now after Patch 4.1. I got mine in Uldum, but I've heard of people getting it also in Deepholm.
Keep in mind that if you're not willing to wait a week and a half, getting 500->510 is quite a pain. The only other option is to sink a bunch of volatiles (which you'll need to do 510->525, and a lot of them) into Runed Dragonscale, or to sink a lot into Runescroll of Fortitude II (I milled 20 stacks of herbs for it, and only got 2 skillups, but I may have just been really unlucky).
