This is equivalent to the level 85 vendor water. But, unlike the level 85 vendor water, this does not require level 85 to use — it requires level 80. So, the main advantage of this is that you get to use the highest level water while leveling from 80 to 85. This is especially useful if you are a healer running randoms, because it greatly reduces your downtime if/when you have to drink.
