TheWoWDBTested this out on a mob on Zuldazar; unfortunately it's targeted, only effects one target, is melee range, and has a 10 minute cooldown. You read that right, 10 minutes. The knock back range seems similar to a shaman's Thunderstorm.
I was so excited to make this belt gadget and so disappointed when I finally tried it out..
