In terms of cost vs effectiveness, this is probably the most useless enchant ever created. For most roles, any other back enchant would provide a at least similar bonus at a fraction (read ~1%) of the cost.
Until Maelstrom Crystals gets more common, the mats required for this enchant is outrageous for the common man, 5 crystals for 15 more crit rating compared to the lesser version.
I can't comment if it's worth it or not for current BiS gear.
