TheWoWDBOn June 4th, 2007, as a L47 Undead Priest (Enchanting skill level 225), I got someone to port me to Shattrath. Ran to the Enchanter trainer and tried to purchase "Artisan Enchanting".
This was successful. No funny tricks.
There is little need to go to Uldaman expressly for this purpose ever again.
Even as a character not meant for Outlands, I could still use the bank and mailbox. Plus, if you hearth in Shattrath, the free-use portals to all the other major cities give a nice boost to lowering some travel time for future quests. Pretty useful for anybody, IMHO.
