Fishing Skill-Ups are based off a simple, standard formula and not location of where you are fishing. It makes no difference if you're in Orgrimmar/Stormwind or Borean Tundra/Howling Fjord. Heres the formula:

[<Skill*> - 75]/25 = Number of Successful Catches per next point.

* - Your current fishing skill, before lures and the likes.

Equip a fishing pole and find a body of water to fish. Right-Click on the bob in the water when it splashes to catch your fish. Higher skill increases your chance of fishing successfully in higher level areas.
