TheWoWDBDoing some testing, and it seems the vast majority of low level meat and fish are not on this things list
I got precisely one proc out of every leveling zone put together, but fishing in Broken isles dalaran I was getting procs extremely often, like 15-20% proc rate.I don't know why they didn't just use the same tag that determines if a hunter pet can eat it as meat or fish, but they seem to have just made it "items on this list" and it's not a full list.
Don't think it's as worthless as you might be lead to believe via leveling, eventually it gets good.
