Versatility is honestly a pretty good stat, it's flat be better and that's exactly the kind of thing you'd want from a racial.
Combined with the damage reduction racial, Highmountain tanks will indeed be slightly better than any other tank in terms of raw damage reduced. Obviously this is a gross simplification as other racials are more esoteric and what is most desireable in a tank is not always flat damage reduction.
That being said, this trait will never be bad, this isn't like some racials where oh I just don't use haste, or oh crit isn't that great for me, You cannot honestly say dealing 1% more damage/healing and taking .5% less damage is not suitable for your class.

This is true, however, they do not have anywhere near as high of a MINIMUM EP rating across the board, as 1% Vers does; though boring and simplistic, Vers is one of the better late game stats. I think Vers should just be a bit cheaper in rating req. Take Warlocks in MOP: their Mastery universally affects DOT dmg; for simplicity's sake, let's assume 100% of Aff's dmg came from DOTs. 1000 dmg per tic. @0% Mastery base »» 10% vers == ++10% Mastery; @100% mastery »» 10% vers == ++20% mastery. 100% relative inc in vers from gear scaling throughout xpac, for ex, which excludes Vers being UNIVERSAL.
The same can be said about any of the % stat racials. Even for tanks crit means more damage AND more defense due to parry; for haste it's more resource regeneration and a lower GCD.
