Apparently Blizzard was unable to fix this (or didn't even bother), so now you're just sent off to kill 15 nagas. No submarine, no cutscene.. nothing. Just kill 15 nagas in Abyssal Breach, and talk to Nazgrim (who's in the area now). Quite anticlimactic IMO.
Here's the deal. First - don't start this quest unless you have a good 15 minutes to spare. It's a long sequence and you have no control over it.
Talk to the questgiver to start the sequence. The cinematic starts. From this point on, do nothing. While you're inside the sub, you can use the remote viewer consoles to see outside the sub.
After the sub sequence, do your best to stay out of fights. You don't need to kill anything. Engaging a Naga could bug out the quest altogether. If a Naga attacks you, just stay alive, they don't last long.
Second sequence as they engage the Naga at the crater, definitely don't attack anything. Just watch, watch, watch.
At the end, stay where you are and the turn-in NPC is right there (might take a few seconds to see him).

Description
The whispers of the elements are crowding my thoughts, {name}... The Throne of Tides is under siege! I cannot stand idly by while the naga threaten Neptulon's realm. We must find a way to join forces with him. Nazgrim will escort me to the depths where I can commune directly with Neptulon. I must ask you to take a more violent path. Keep the enemy forces distracted until I arrive safely at entrance to the Throne of Tides. May the spirits see us through, {name}.
