Some of the rares in this achievement are what I'm personally calling a paired rare. As some other comments state, every two hours (odd for PDT, odd for CET) at about two minutes past the hour, two rares will spawn with a skull pin on the zone map (only visible at level 70, but any level can kill them for loot).

EDIT: With patch 10.0.5 this has been changed to one rare per 30 minutes.

EDIT 2: Ranlom has discovered a rotation using EU zones; US rares spawn 22 cycles behind EU, so the 11 hours in PST after CET time holds up! Spreadsheet is here:

These rares spawn across every realm in a region at once - if Eldoren spawns, it spawns on every realm. If it's not up, there's no point trying to find a group.

Something I have discovered with help from EU players is that exactly 11 hours after one of these rares spawns on an EU realm it will spawn on a US realm.

As much as possible, I'll include a section at the bottom of this comment with known US spawn times for rares on this achievement, but my information relies on EU players reporting what spawns when, and I don't have many volunteers.
