According to the official support response this achievement can be earned by only completing the Gladiator set not Aspirant. As far as I know, this is a pretty drastic change for more casual players who have previously grinded these achievements using honor currency.
Somehow nobody seems to care even though the achievement still says "collect ANY armor set". Very awkward.
I bought it and it did not give me the achievement.
