Ashran does count, and is probably the best place to get this achievement done fast.

Confirming Ashran kills count as just got the achievement today.
I created a ticket and asked about if it was a bug that you are not able to get credit from Ashran. I got the following response:
Hello [Name],
Thank you for getting back to us about this.
I have had a closer look for you and the kills in Ashran not being counted is actually a bug :(
The developers are already working on a fix for this and hope to have it on place as soon as possible.
I am sorry for the inconvenience it has been causing.
