There is a vigor orb just after the first ring closer to the ground. I tried this multiple times before I realized it. Grabbing that shaved off a full second by the end of the run.

Sadly this one is just grind until you get it. Without the first orb I was able to get a 39.8. Just spam one and clear the trees after the waterfall as fast as possible, everything after is very simple.
I want to add a clarifying point to this: the vigor orb is AFTER the start ring and BEFORE the ring behind the small building. For some reason it didn't click that the first ring was literally the first one and I spent SO LONG looking for an orb after the ring behind the first building you fly through.
