If you're having trouble finding the flame even with coords do this. Look at the map, and you'll see a bridge that crosses the river on the west side of Dazar'alor which goes to a stable master. The flame is just on the other side of that bridge. It's the first bridge under the word Dazar'alor on the map.

You can hop on your horse and ride there and back.
