You will still receive the Heritage Armor for your Allied Race if you use heirlooms to level them to 110.
The only things that disqualify you from obtaining the Heritage Armor are:
- Using a Character Boost
- Performing a Race Change
- Granting levels from Recruit A Friend

When you hit 110, you must return to the void to hand in a quest to obtain the Heritage of the Void Achievement, and the heritage armor.
It may seem obvious to some (it wasn't to me) but if you've forgotten how to return to the void, the portal is in front of the SW Embassy. :-)
