The Hammer of Folly is a simple clickable object located at /way The Veiled Stair 74.72 76.65
Virmen Treasure Cache only appears after defeating Skiggit (and adds) inside the cave located underneath some bushes halfway up the mountain at /way Valley of the Four Winds 23.19 30.75
The chest will appear on the right side of the cave (heading back towards the exit). It took me three Skiggit kills for it to show up tho. Might be bugged at times.
The cave entrance is hidden under some bushes.
