You need to go to [npc=59569] and pick up her quest first. She's on top of the bridge at the following waypoint, possibly patrolling back and forth. The scenario queue she offers is a nonfunctional link LOL. Next, you need to go to [npc=78709] to ask him to tell you the tale of a Brewing Storm
