So if anyone is wondering where the missing offpieces are from, theyre from catalyst. So if you play druid, you need 4 catalysts to get full set (only tier pieces drop from raid).

And it still won't award the achievement in some cases. I used the catalyst and equipped the cloth bracers, and they won't fill in and light up in the appearences set tab.

Be aware, that the pieces need to obtain this achievement can only have dropped from the raid instance itself. I completed the set and one of my pieces was a heroic piece from a delve. After putting in a ticket, getting a canned response, then escalating, a GM messaged me in game to confirm this issue. A delve piece, even if the same difficulty level as the rest of the ones you have, will not count torward the completion of the set criteria to pop the achievement. Transforming one from a delve at The Catalyst will not help, either. It has to drop from within the raid instance or the vault.
