This took me quite a few tries. Timing the Surge Forward button to not slightly overshoot corners, and where possible taking them tight helped. Used Bronze Timelock for the final stretch.
Here's a quick video showing how to get gold on the Iskaara Tour Reverse race.
I created a custom WeakAura (displayed at the top of the video) showing what ability I use and when (Surge Forward / Skyward Ascent) for anyone struggling to get the gold medal.
