As a further note, so far each expansions PvP set has been added as a cosmetic set during the following expansion from general PvP vendors (Boralus/Mugdabala/Ashran, etc) for Marks of Honor. I don't see why Dragonflight will be any different in this regard. Edit: As of the start of Dragonflight Season 1, the sets are at the Oribos PvP vender as predicted.
This is for Shadowlands Season 2, you have to buy from the Shadowlands PvP vendors in Oribos. The Boralus vendor will only sell BfA Season 1-4 sets.
