This is the hardest race out of Khaz Algar.
To get it, I tried all kinds of things, but the only thing that works was to spam Surge Forward, and stay close to the ground whenever you can along the route. That allows you to get a few extra Vigor charges from Ground Skimming (you'll see a faint blue glow on the ground when you're close to it, just be careful not to land!).
Good luck, this one is capital-H HARD.
