Rallying Cry of the Ascended

To complete Rallying Cry of the Ascended you have to find and use 5 vespers around Bastion.

• 
  
• The bell will be inactive if someone on the server used it before you, it's available for all players.
• 
  
• All bells respawn at the same time
  The respawn timer is about 1-2 hour.
• 
  
• All bells become inactive after 5 minutes of 1-st bell pressed
• 
  
  
• If all bells pressed in 5 minutes it triggers Ascended Council rare fight of the Adventurer of Bastion

Read all the comments but nobody says where the rare spawns after the bells are rung. Anybody have info?

YOU MUST BE LEVEL 60 ON THE CHARACTER RINGING THE BELL, TO RING THE BELL.
Tried to park my 55 and 53 at two of the vespers, they were not able to ring them!
Please upvote before other people waste their time!
