To see these quests on a given character, that character needs to have completed the first part of the Suramar intro questline, beginning with "Magic Message" from Khadgar in the Violet Hold, through "Shal'Aran".
VERY IMPORTANT: when working on the Moon Guard Stronghold quests do not turn in the intro quest to save the hippogriffs until you have looted a Sigil from the mobs in the area. If you are like me and not looting most mobs in remix because they only drop 1-3 bronze you will be locked out of progress for this achievement on that character and have to use a different character to complete the quest line.
