You will need to use [item=163736] toy (drops from [npc=142725] that is located in Battle for Azeroth's updated version of Arathi Highlands)
and then use 10 charges off these items:[item=200472]
Scepter of Spectacle: Frost
[item=201161]
Scepter of Spectacle: Earth
[item=201158]
