Fastest way to get Ominous Conches you need for this, is to do fishing WQs, they reward 5x Ominous conch. Other ways include looting Tuskarr Tacklebox, doing fishing dailies or killing lunkers with a group.

randomly logged in and got this today, Wednesday, 7/3/2024 . They reduced stacks of the conchs so I think they might have reduced the achievement count as well in a hotfix or else it just randomly procced for me.. No clue.
