You can move your starting position closer to the first ring by landing on the decorative ring surrounding the big grey pillar ruins, on the part that's broken a bit.
Pop your timelock there before the race then hit 4 to shift to it during the countdown.

I managed to beat it with 65.712 seconds gold.

The most important thing for me was to fly in such a way to save one additional Vigor Recharge at the very end. Before the third last ring, I used one vigor point after another. In addition, obviously, I used the Skyward Ascent trick, which causes a very effective flight. When you click Skyward Ascent, immediately move the mouse slightly up and then quickly return to holding the mouse 'straight'. It gives you a good kick forward :P
