Got 70 a few hours ago and not seeing the timerunner title as an available title on my remix characters. Hopefully blizz will fix this.

The trinket unlocked from this achievement is not account wide as of writing this comment.
Made it to level 70 with the Infinite Power XII achievement and am unable to purchase it on alts. The title is usable on alts.
As of 11.0 the title is not account wide, it is locked to the character who earned it. None of my other timewalking or WW characters are able to use the title.
