Found this incredibly difficult, then somehow had a run with 90.19s. I'm not really sure what I did differently with it though.
This race requires a lot of skyward ascent. Whenever you need to go higher, hit button 2 and flick the camera upwards to boost you higher.
I spammed surge forward at the very final leg near the elite dinosaur, no skyward ascent there. But used it quite a lot throughout the course before then.
I guess the secret is to just keep on trying.

what finally worked for me was spamming surge as much as possible. never held vigor AT ALL, just replaced surges with (many) ascents when needed.
This is how I managed to get my gold aswell, whole race I kept spamming nonstop "surge forward", I didn't even bother with ascend. Ended up with 89.600 sec timer
