Cloak seems to be bugged at the moment. The last upgrade turns it into an epic-mythic cloak with zero ranks, no sanity effects, unable to be upgraded any more, and locking you out of this achievement.

You need a minimum of 22 runs to reach Rank 15.
You earn 2 free runs (a [item=173363] and 10k [currency=1755] ) during the 8.3 questline so you need a minimum of 200k [currency=1755]
It takes 1 month if you are doing the assaults and the daily quests (including daily vision) and 2 months if you are doing only the assaults.
To achieve minumum runs:
For Rank 2: Kill Boss
For Rank 3: Kill Boss
For Rank 4: Kill Boss
For Rank 5: Kill BossQuest does not require you to kill the boss from now on:
For Rank 6: Clear one side area
For Rank 7: Clear two side areas
For Rank 8: Clear two side areas
For Rank 9: Clear all side areas
For Rank 10: Clear all side areas (You have to do 2 runs. One of them requires you to clear only two side areas)
For Rank 11: Clear all side areas (You have to do 2 runs)
For Rank 12: Clear one lost area
For Rank 13: Clear both lost areas (You have to do 2 runs)
For Rank 14: Clear both lost areas (You have to do 3 runs)
For Rank 15: Clear both lost areas (You have to do 4 runs)

You do not need to take a month to do this. And this is highly misleading saying 'you have to do 4 runs' etc. For each rank from 11 to 15 you need only complete a single run per rank so long as you can complete both Teir 3 areas within the sanity/time given.
