Experimental War Machine is a part of Heavy Artillery quest.
Heavy Artillery is located in Stormsong Valley Brennadam Square on Kul Tiras isle at 57.68 66.49.
For [npc=130899] to spawn you have to kill [npc=138125] on the hill near the town at 56.24 58.20. They're standing close to big tank. After you kill the Commander use the Experimental War Machine to destroy Horde forces, when you're done use Self Destruct button.For TomTom users
