Hexlord Raal for Ride of the Zandalari is easy to locate.
From flight path the silver, zuldazar with [npc=133242] to your back look up to the right. you will see a bunch of [npc=147067]'s that are on flying mounts, hundreds of them looking at Hexlord Raal . so go up the stairs to the left and circle back around to find him at the top of the building over looking the flying [npc=147067]'s.
When i closed and reopened Wow, it placed Raal on the upper levels of the Silver's FP. Not at the Great Seal.
