Unlike the Spellcloth that requires that you be in Netherstorm and the Shadowcloth that requires the Altar of shadows in Shadowmoon Valley, this item can be created anywhere.
Soul Essence's are found by mobs in Karazhan.
One thing that I am surprised no one has mentioned yet.
For tailors, this recipe starts yellow and goes green at 350. If your lucky it might be worth using this to get 5 cheap levels if your guild bank, like mine, has plenty of cheap soul essence.
