With 9.1.5, the default use is to add it to your appearance collection rather than to equip it. If you want to unlock the appearance, but still use it to turn in to Rendle for the Ember Court, try manually equipping it so you don't have to buy two off the AH like I did.

As of 10.1.7, manually equipping no longer seems to add it to my appearances. I'll have to consume it in order to get the mog and complete the quest. But thank you for at least giving me some hope it wasn't going to cost me 14k total to get the crown lol
