Why would a mob be listed if it has a 0% drop rate?

Because 0 means even smaller than 0.1 instead of absolute 0. Look in the Count column for actual counts and note that the percentage is very low for these NPCs.

This is not a bad wand at all for this level. There aren't many wands that give stat bonuses.
