Yes it is a limited quantity of one. Click on the 'sold by' tab to get the vendor, and the page of her items shows whether or not the item is sold in limited quantities.

Just bought this from the vendor. It spawned at the same time as another limited quantity (1) item, the [item=13900]. These actually showed up 3 days after I bought the [item=13895] as well.

Since we finally are able to transmog it, here's an idea how to increase your chances of getting it: Park a character next to Geenia in Moonglade. Log in daily with that character, prefferably earlier in the day. People are still buying it so it does take some time/luck/effort but if you want it you can do it!

Got this and the Green, the green is on a 4 day respawn. For some reason I keep seeing these at 730p server time. Maybe because I am buying them, causing the XX day 730p time respawen ?
