TheWoWDBI guess blizzard made a change on live and forgot to remove this breadcrumb quest.
I already had gotten the quests to do all the races, then all the advanced races, as soon as I learned Dragonriding. Now that I hit renown 7, I got this quest, turned it in...and got confused. Now I see that this quest was supposed to unlock the Dragon race quests that I already completed.
So for anybody else confused, this is just a turn in, with nothing more, if you already did all the quests that were already offered to you.

For some reason I was not able to turn this in in Thaldrazsus. It did however work in Ohn'ahran plains at Rusza'thar Reach.
This breadcrumb quest is not needed to unlock dragonflying race challenges. They are ready to be raced as soon as you get your first dragonflying mount
