You are meant to scare the bird away, not technically slay it.
You use the hook to mount up one of the roc birds kept by Emeni.
Then you are to scare it away from the battlefield by using the spells that appear on your actionbar.
Target another roc after you get a warning and use the hook to get on another one's back.
Rinse and repeat 6 times, done.

Super Simple Explanation:


  1. Graple one of the starter Rocs to get started. Wait a few seconds until you are near the other flying Rocs.

  2. press 1 to grapple a flying Roc. You do not need to target it.

  3. Spam 2 & 3 at the same time a few times. A red debuff with stack on you.

  4. After a few stacks of the red debuff, a purple debuff will appear on you and you will get a message that the Roc is panicking. This is good.

  5. Repeat steps 2-4 until quest is complete.

Description

Gharmal's rocs dominate the skies above, striking at our forces as we advance. We cannot move the necropolis into position until they are cleared out! I would slaughter them myself, but the cowards remain out of reach, and I am not constructed for flight. You, however, seem slight enough of build. Take my riding hook and latch onto a roc. Once you are atop of one, beat it to a pulp. Worry about the landing later.
