TheWoWDBIf you find yourself unable to find anyone to hand in this mission to once completed, it's because the completion NPC for it is also one of your champions.
In my case, I was trying out Alonsus Faol as a bodyguard, but once I unassigned him he reappeared as an NPC in my priest class hall and gave me my quest reward.

If after you complete the fungeon it says you still need the missive, you can go and turn it in. I was confused and even made a ticket. I went back to my order hall and saw the yellow ? on my mini map, but when I went to turn it in, the quest was greyed out like I still did not complete it. I clicked it anyway and was able to turn it in and get my box.
