This quest sucks. Maybe other people can have better luck than I, but after traveling around the entire zone in war mode I did not see a single horde. I even did all the world quests there while looking. There is clearly a phasing issue in this zone that makes this quest near impossible to complete.

I just camped/shadowmelded near the Castaway Point, Tiragarde Sound flight path and waited for people that "stepped away while they were on their flight path" and were afk after landing =3 teehee
Killing horde at Tol Dagor does not count.
